If you are in an urgent need of a passport and residing in Honolulu, your best option would be to visit the Honolulu Passport Agency. Applying there would be preferable to mailing in your passport to the National Passport Center.
The NPC will take a month at the earliest to process your application. Even their expedited services would need 2-3 weeks before releasing and delivering your passport. If you urgently need your passport, then book an appointment with the Honolulu Agency.
Having your passport processed at the site does not require you to present travel documents. Simply schedule your appointment via the Automated Appointment System and arrive at the address. Take note that you may ignore the option for travel documents when booking your schedule through the phone. Your passport may be released within the same day as the application.
You can have your passport renewed, replaced, or you can apply for your first passport at the Honolulu Passport Agency. Applicants for a child passport, damaged passport, and adult passport can also have their passports processed at the agency.
